Hello All! I am rebuilding the subject carb and am curious, if someone knows, about the sorta gold color on the exterior. It chips off like paint?? thanks

It should not chip off like paint. The original coating was a chemical/electro plated zinc/chromate or cadmium depending on base metal plating and if done correctly should never flake off. There are paints that are often used by folks unable to do the proper plating that simulate the plating such as offered by Eastwood but they soon flakis off or erode when gas runs over them.
