Will a early style fender or possibly a civvy fender fit on a late style tub ? The fender bolts to the frame and grill ,but the indent by the regulator is missing. Will the regulator fit? Will other problems crop up or do I need to look for a correct fender ?

I believe any low hood CJ fender can be made to work. The indent on the late M38 fender had to do with the powerplant heater kit. Early and late M38 fenders will swap.
