when the rear hubs are installed correctly, is the rear axle keyway flush with the rear hub?

when i installed the rear hub, i slide the keyway on the axle first and then installed the rear hub. the keyway sets inside the hub. i looked in the tm's i have with no luck, but i have a 1946-1971 jeep cj rebuilders manual by moses ludel, which it says the keyway must be flush. thxs for any help.

The key goes in after the hub.
