I did mine over a year ago. I had some cracks that I filled with JB weld. I then took some acetone to the chalky parts and that tended to gloss it back up and seal it. I then primed and painted with AJP paint the same as the rest of the Jeep will be. I have not used it at all yet since I'm still in the middle of my restore. I have noticed some hairline cracks that I'm guessing is the JB weld fix. Still looks better than it did. I dont know how well the paint will hold up, time will tell.

X2 on the JB Weld, sand prime and paint with whatever your using on the rest of the Jeep. Mine has held up great.

Whatever two part epoxy repair kit you choose make sure it is compatible with plastics. Most JB weld has metal in it becuase it's purpose is to adhere or fill metal objects.

Any of the JC Whitney type catalog houses and the Antique/Classic car restoration supply stores/web sites carry kits designed specifically for steering wheels.

Eastwood is a very well known supplier of restoration supplies. They sell two nice steering wheel resto kits for $30 and $41.

also select your paint carefully since some paints will attack the plastic chemically.
