The valve takes crankcase fumes and returns them through the intake manifold to the combustion process to help with controlling emissions.
In some states it is against the law to alter or remove the PCV system.
It's a cheap system and painless to leave installed and unaltered.
On the earlier versions of this engine before the PCV valve was the road draft tube which hooked to the same spot on the side valve cover and simply allowed the crankcase to vent freely overboard down underneath the jeep.
Why do you want to know if it has to be used? Is it missing?

This helps though I am working on an F-head and Ithink you showed pics of L-head. At least I know what I am looking for and why. My engine seems to have lots of modifications over the years, many of them makeshift. I am trying to get it up to a higher standard. I am not sure if my engine has a PCV valve and it is stored at a rental property so I'll have a look tomorrow. Is there a way to see if it is working? I was searching for parts online and saw a special on NOS PCV valves - sounded like something I should have!
You should always indicate the model of your jeep when posting. You can either remember to write it in each post you make or simply go to your profile and add your model jeep to your signature block.
The PCV system and fording systems are the essentially the same for both the L134 and the F134. Slight changes in plumbing are required since their intake manifolds are on opposite sides of the block. The valves are very simple with one internal spring and one internal poppet or ball. They unscrew at a single end for cleaning. That is all they usually need. You take the valve off and blow in one end and there should be no resistance and blow in the other end and there should be almost 1/2 the flow or more resistance. The body has an arrow on it for installing it facing the correct way.
Do yourself a favor since you are separated from your vehicle take a digital camera with you to the storage facility and take a full set of quality closeup and overall digital photos of your jeep and it's components. Put them on a CD or memory stick and you'll have a permanent reference file with you all the time. Load them to a free album here on our albums page and you will have quick easy reference photos for your project when you post questions or want items.
Your questions make it clear to me you have not read or do not possess the manuals to read that were meant to help you with your jeep project. The fording and PCV system are explained in great detail with excellent illustrations in the M38A1 engine tech manual TM 9-8015-1. The basic manuals you need to properly restore your M38A1 and repair it are free in PDF form right here on our web site. Please taske the time to download them and please USE THEM.
