The tappet cover bolts are snug in this photo. Is the leak shown here consistent with a blocked or partially blocked PCV? The engine doesn't smoke nor use oil at an unexpected rate.

This is the same vehicle that I'm working on to restore the vacuum lines for the wiper motors as noted in another post.

I wouldn't say consistent with a stuck PCV valve. Possible yes. A stuck PCV valve can force leaks at any week point. Your side valve cover is either bent or just has a deteriorated gasket. The PCV valve should be removed periodically, cleaned and re-installed. Ops checking it is simple.
