I cannot seem to find out where these go. The course threaded bolt on the left is 5/16 of an inch and there are four.
The wing nut square head bolt is also 5/16 18NC and there are two of these.

I do not believe I have ever seen that short course threaded bolt on either the M38 or the M100. They are usually found in soft wood and plastics.I have seen winged nuts and rarely winged bolts but never a winged bolt with a nut. Look at your top bows.

OK, that's good to know… I tried to locate it in ORD9amd found this part # 149535 but I can't figure out where it goes. It seems to be related to the electrical system. Thanks Wes

I could not find a part number # 149535 in my 1955 copy of the M38 ORD 9. What page did you find that number on and which edition of the M38's ORD 9 SNL G-740?

That part number, 149535 is not in the numerical index at the back of that manual. Where exactly did you find that number in the first place? I didn't see any numbers on the bolt in your picture. Perhaps the bolt came in a bag or box with that number on it?? And I have confirmed twice now that 149535 is not in the numerical index. Did you read every page in that manual until you saw that number on page 169?

At any rate the Army discontinued use of that of that bolt and superseded it with the bolt listed just above it on page 169 pn 122007. The Army supply manual Uses the description column to display the nouns of all parts and usually a description. Where the first letter falls in the description determines wether the part is an assembly or just part of an assembly. If you look closely the Army varies the indention spacing with an assembly being listed closest to the Description columns left margin line and parts of that assembly are indented the distance of 2 letters. Looking closely at the top of page 169 you'll note the two bolts, 2 nuts and 2 washers are indented two letters to the right under the last item on the preceding page: "Strap, battery box (fender to box (1) and under hood (1)) . The real problem now is the Army had a bad habit of not illustration parts list very well. In addition the Army grouped all the Group 6 illustrations just before the first page of Group 6 parts listings. So you must thumb back 60 pages to look at the illustration! Then the illustration is virtually worthless because it just gives an overview of the entire chassis electrical harnesses and components lacking any detailed indexing of individual parts. Note, the Army did not stipulate which battery box the strap was used on but they did drop one small hint; "(fender to box (1)" which clearly ID's the battery box you want to see.
Now the parts manual is no longer of any help on ID'ng where the bolts and thumb nuts go. So on to the M38 operator's manual Section XIII Batteries & Lighting system for a hunt for a good illustration which you will find on page 199, Fig. 68.

Look on page 80 of Ryan's book for the winged nut and bolt described as 5/16-18NC-2. They are used for the battery box support to passenger fender. My M38 had two bolts secured to the passenger fender, so your two would be for use on the battery box.
As for the others, check out page 53 of the same book. These look to be the ones for the oil dipstick tube mount, ORD # 7369880
