The wipers were moved to the top of the windshield to accommodate the heater defroster assembly 8710768.

Note Para. K on the wiper install in this How water heater TB only moves the blocks 2" forward on the hood for wiper clearance. I think it was common for the shops to just cut a 2" notch in the rear half of the blocks and leave them in original location.

Fig 3 doesn't offer much detail on the blocks:

Interesting it says move the blocks outward. That tells me towards the fenders. Now you have four extra holes in the hood.

Sometimes the maintenance troops happened upon the more logical approach.

A couple of zips with a hand saw, a little O.D., and we’re golden!

They notched them because they interfered with the arctic canvas grill cover if you moved them.
