Use the search function on this site and the G503 site. There's a ton of threads there on how to clean and restore data plates.

Use you manual's troubleshooting guide to thoroughly and properly inspect your steering system.
For the M38A1 you start with TM 9-8014 page 98/para 102.

Derek's CJ3B site has a nice how to guide as well.

Keep in mind if you are not a very proficient mechanic there are many industry standard performance and installation standards that the experienced mechanic is normally aware of and are not usually mentioned in the vehicle specific manintenance manuals. When it cones to the serious safety equipment like brakes, steering and fuel handling it is usually much more prudent and safe for the other guy as well as you to have a qualified technician help in some way.
