No Ebay parts for Canadians?

I was looking for M38 parts on Ebay and ran across a canvas top for my M38. The seller Surplus City Jeep Parts stated in his ad that Ebay will no longer allow any bidding on Military vehicle parts unless you reside in the USA. Does any body know if this is true? The Ebay Item was auction number 350367457590

Apparently this is true for Ebay according to Surplus City. However, you can still buy from them directly.
