Water Pump Bolts

Trying to figure out if the water pump mount bolts should have lock washers. Looked through the ORD-9 but now more confused than ever. The bolts on my pump did not have washers of any type. Should the long bolt that goes through the water side of the pump have a copper washer or something to seal the water?

My M38 had lock washers on all of the bolts/studs except the long bolt....it only had a flat washer. Not sure why. After rebuild, I put lock washers on all of them...and used non-hardening sealant between the block, gasket, pump. I also put some non-hardening sealant on the bolt threads for added sealant.

All 4 original bolts had captive type lock washers integral to them. None require sealant per TM 9-1804A or civvy manual. The civvy manual lists torque at 12 - 17 Ft.Lbs.
