Transistorized Turn Signal troubleshooting

I have the late transistorized turn signal system that does not work. It just does not blink, instead all bulbs just stay on.
I have checked all bulbs and lubricated all connectors so my guess is that the control box is bad. Is there a way to test it and possibly repair it?
BTW, what is the function of the control lever in the upper, locked position? Is it for emergency flashing or what?

The troubleshooting data available only allows you to troubleshoot down to the assembly causing the issue. We have no technical pubs or parts lists that cover the insides of the two main units.

Yes the full up position is for the 4 way flashers

You haven't substituted any LED bulbs have you?

No LEDS, only original 24v bulbs.

Following Wes's link I got to the schematic of the flasher box circuit (it's the link below) so when next near the M38 I plan to test it.

The flasher has only 3 leads, so I plan to bench test it, to verify if it will 'blink' or just stay on, in which case it is it that is bad.

I wonder if the box is sealed, or if it can be opened, in which case, using the schematic I could have someone check the components.

These are throw away units - if they go bad - they can't be repaired. Just like the electronic voltage regulators. I've replaced a couple in the past. Luckily they are relatively cheap and take all of 5 min. to replace. I've found that there are at least a few shapes/configurations of the flasher box but they all seem to work the same. If they are meant for 24v M38-M38A1-M35, etc. electrical systems, they are interchangeable.
